HAITI: Latortue reneges on police reform agreement

Within a fortnight and a day, interim prime minister Gérard Latortue signed an agreement with Minustah chief Juan Gabriel Valdés whereby the UN force would take a hand in 'professionalising' the Haitian police, then backtracked and announced that the deal violated the Haitian constitution and the statutory powers of its national police.
